The Deputy Commissioner Hyderabad has issued a notification to impose Smart Lockdown (SLD) in six union councils of Hyderabad starting from 23 November till 5 December 2020 to prevent further spread of the Covid-19 virus.
According National Command Operation and Control (NCOC) the stats figures of Coronavirus (COVID-19) cases from Hyderabad were among the highest in the country.

Notification Read “In pursuant to the recommendation of District Health Officer Hyderabad vide letter No. DHO/Hyd/8893/98 dated 22.11.2020 regarding micro hotspots with respect to the rapid increase of COVID-19 cases in different areas, it is impending that second wave may lead to a potential risk to public health possibly to the vulnerable groups.”
Therefore, I, Enad Ghaffar Soomro, Deputy Commissioner Hyderabad, in exercise of the powers conferred upon me under Section 3 (3) of Sindh Epidemic Disease Act, 2014, in the larger Public interest and to prevent further spread of Covid-19, do hereby order to impose smart lockdown
(SLD) to following areas/streets forthwith from 9:00am, November 23, 2020 to December 5, 2020 (13 Days).

The SSP Hyderabad, respective Wing Commanders and ACs of above mentioned talukas are directed to implement the orders strictly in the best interest of general public.
While imposing smart lockdown in the above-mentioned areas, relevant notifications issued by the Home Department, Government of Sindh, will remain intact. In addition to these, the following SOPs, will be strictly adhered to SOPs:
- No person will be allowed outside the home/ office without a mask under any circumstances.
- All markets, shopping malls, restaurants, offices (public and private), Piyala hotels, and Marriage
- No general exit or entry will be allowed in these areas except providing essential services or
commodities. In case of emergency. two persons will be allowed in a vehicle. - There shall also be a complete ban on gathering of all kinds of social, or any other purpose at any
place, public o¢ private in these areas. No private/family get-together will be allowed in private
homes. - All shops other than essential services viz, pharmacies. gencra! Stores, food supplics, tandoors.
drinking water supplies, emergency etc. shal! remain closed within these localities. - Timing for essential services (except pharmacies and medical stores which will operate 24/7) in these
localities will be 7:00 am to 2:00 pm. - The sampling facilities will be available in these localities, and ambulances will be on standby in
these localities to dea) with any emergency. - Polio vaccination/ campaign activities in these arees will be as per plan.
- Pillion riding shall be strictly banned in these areas.
- Residents shall only be allowed outside their homes if they have valid and pressing reason.
- Onty one person of household shall be allowed for buying food items and medicines by displaying
original CNIC to the LEAs at all times. - All public transport (buses, taxis, rickshaws, Uber Careem) shall be banned to ply on the roads in
these areas.
In the areas where smart lockdown will be implemented, following shall be exempted from this
- Grocery stores, general/karyana stores, Atta Chakkis, fruit‘vegetable shops, tandoors & petro! pumps.
- All medical services & pharmacies/medical stores, laboratories and collection points, hospitals,
clinics. - Milk shops, chicken/meav/fish sbops and bakeries.
- Officials of government departments on duty duly notified by respective department.
- Judges, lawyers and court staff.
- Personal related to health services including polio activities’ vaccination. hospital. clinics.
laboratories collection points and medical stores. - Personal related to LEAs. and journalists from print & electronic media having valid ID cards of their
media houses or as authorized by Information Department. - Personal related to essential services/offices going to perform their duties or providing essential
services. - Persons in need of medical care with two attendants if necessary.
- Persons going to perform last rituals of deceased family member(s).
- Utility companies, WASAs, Municipalities, WAPDA. NTDC, HESCOs, PTCLs and SSGPL.
- Call centers with $0% staff with no public dealing allowed.
- Welfare organization providing essential services.
