Dubai’s Roads and Transport Authority (RTA) has taken significant steps toward strategic planning and corporate transformation. Under the guidance of Mattar Al Tayer, Director General and Chairman of the Board of Executive Directors of RTA, the Higher Committee for Strategic Planning endorsed an updated Strategic Plan for the years 2024-2030.
The Strategic Plan is centered on achieving five key goals related to integrated and innovative mobility. It aims to shape roads and transport systems to support a “20-minute city,” ensuring 80% of daily services are accessible within a 20-minute walk or cycle. The plan emphasizes enhancing accessibility, integrating multi-modal transport, expanding current and future mobility services, and implementing smart mobility solutions.
In line with the commitment to sustainability, the plan aligns with the Year of Sustainability in 2023 and the UAE hosting COP28. It focuses on accelerating the shift toward zero-emission transportation means, supporting Dubai’s broader urban development plans, including the Dubai Urban Plan 2040, Dubai Plan 2030, and the UAE Government Vision “We the UAE 2031.”
The future of RTA involves studying and deploying integrated and soft mobility solutions, connected and real-time mobility systems, and self-driving transport. RTA aims to operate self-driving Chevrolet Bolt autonomous electric vehicles, positioning Dubai as the first city globally to operate American Cruise self-driving vehicles outside the USA.
Under the Future Proof Organization Goal, the plan underscores the importance of attracting, retaining, and developing talent aligned with future demands. It calls for effective partnership structures, enhanced capabilities in research and development, innovation, and the establishment of a flexible technological infrastructure.
RTA has also introduced the ‘Zero-Emissions Public Transportation in Dubai 2050’ strategy, making it the first Middle Eastern entity to develop a long-term plan for transitioning to Net-Zero Emission Public Transport. The plan targets converting 100% of taxis and limousines to electric and hydrogen vehicles by 2040 and the entire public transport bus fleet into electric and hydrogen buses by 2050. The plan has set a goal of achieving 42.5% sustainable transportation by 2030.
Health, safety, and security are key considerations in the plan, focusing on promoting transportation safety, securing assets, corporate security, and enhancing occupational health. Additionally, in terms of customer happiness, the plan emphasizes the development of capabilities to understand customer needs and trends, creating tailored innovative services, and guiding customer behavior for optimal benefits from transportation networks. Overall, RTA envisions its strategic plan as a pathway to becoming a global leader in delivering pioneering services and promoting the economy, well-being, and happiness of Dubai’s residents and visitors.
