The Capital Development Authority (CDA) released a Public notice of cancelling / withdrawal of layout plan approval of Jinnah Garden Housing Scheme-1, Islamabad Highway, Zone-5.
All Stakeholders and General Public at large is informed that Layout Plan (LOP) of Jinnah Gardens-1 Housing Scheme, sponsored by the Federal Employees Co-operative Housing Society (FECHS) was approved on 09. -2011, over 2,548 Kanals land and 2,397 residential plots along with other allied Landuses. It had been observed with grave concern that the Management of the Society had failed to comply with the Terms 8. Conditions of the Layout Plan approval and complete the pre-requisites for obtaining NOC for the Scheme from CDA, in spite of the lapse of about Seven 8. Half Years. Instead, the Society started execution of Development Works and Construction of Buildings in the Scheme prior to obtaining NOC from CDA. Thus. development of the Scheme and Construction of Buildings therein without obtaining NOC 8. Sanctioned Building Plans is a violation of the CDA Ordinance 1960, ICT (Zoning) Regulation 1992. Modalities & Procedures framed thereunder and Islamabad Building Control Regulations 2005.

2, Ws FECHS was, therefore, directed to stop all kinds of development works and construction of buildings in the scheme until NOC is obtained from the Authority. Many Notices, Final Notice 8. Show Cause Notices in this regard were issued to the Society. during the last 7 years. But the Society has neither stoPPed development works. construction of buildings in the scheme. nor completed pre-requisites for obtaining NOC from CDA
- It had also been noticed with serious concern that Ws FECHS. in sheer violations of the approved Layout Plan dated 09-4-2011. have converted almost all sites, measuring 380 Kanals 1102 Karla. for Public Buildings like Schools, Hospital, Community Centre. 220 Kanals for Parks/Playgrounds and 58 Kanals for Graveyard] into Residential and Commercial Plots. The width of Nullah passing through the scheme has also been reduced and its Right of Way (R.O.W.) has been included in the plots Further. M. FECHS had been the defaulter in paying to CDA, the amount in Millions on account of Fee/Fine/Penalties
- Keeping in view this non-serious, irresponsible and illegal attitude of the Management of the Society, approval of Layout Plan of Jinnah Gardens-1 Housing Scheme. dated 09-4-2011 has been canceled/withdrawn under the provisions of Clause 5(ii), Chapter-IV of ICT (Zoning) Regulation 1992. on 14-9-2018.
- All Stakeholders and General Public at large is. therefore. requested to remain watchful while carrying out any sale or purchase of property, in this Scheme and all such Schemes/Projects and should have due verification from CDA. The public Is advised Not to purchase any Plot, House, Flat, Shop, etc. in the schemes/projects where the sponsors/sellers have not obtained requisite NOC/ Approval from CDA. failing which the CDA shall not be responsible for the consequences. The Sponsors, Sellers. Builders. Developers, Advertisers. Promoters, Estate Agents, etc. of this Scheme and all such Illegal Schemes, Projects, Constructions, Developments. Land Sub-Divisions are also warned through this Public Notice to refrain from carrying out Illegal Constructions/ DeveloPments, otherwise, the action shall be taken against them to the fullest extent of Law. by the Authority.
- The concerned Directorates of CDA are already engaged In taking stem action against the illegal constructions/developments. M/ s!ESC°, SNGPL. PTCL, etc have also been requested, Not to provide their Service Connections in this Scheme and all such Illegal Schemes/Projects. Directorate General, Awareness & Prevention Division, National Accountability Bureau (NAB), Federal Investigation Agency (FIA) and other relevant Government Departments have also been sensitized, on the issue.
