The HEC DLSEI (Digital Learning & Skills Enrichment Initiative) initiative in collaboration with Coursera to develop online learning and skills development through world-renowned universities.

The passionate students will have an opportunity to develop their skills and access online courses and certifications from top universities of the world.

Higher Education Commission (HEC) of Pakistan has signed a contract with the world’s most popular Massive Open Online Courses (MOOCs) service provider, Coursera International, and acquired 50,000 licenses for two years at a discounted price. HEC through its initiative “ Digital Learning & Skills Enrichment Initiative (DLSEI)” intends to provide an opportunity to students and faculty members of Higher Education Institutions (HEIs) to secure Certifications from world-renowned universities, which will enhance their learning capabilities and skills for professional development. A verified certificate from a world-renowned online platform can serve as proof for an employer that someone is abreast with cutting-edge tools and skills needed for a competitive career globally.”

DLSE Phase I

The DLSEI Phase-I project (An initiative under the Prime Minister’s Laptop Scheme executed through HEC Pakistan) was completed successfully and 8000 learners benefited from the project. DLSEI intended students to enhance online learning and develop skills among passionate students. Through DLSEI Phase-I, students got the opportunity to learn online courses and get certifications from top-ranked universities of the world.

DLSEI Phase II

After the successful completion of the DLSEI Phase-I project, the Higher Education Commission (HEC) of Pakistan has signed a contract with Coursera for online courses at a large discount price. HEC through its initiative “Digital Learning and Skills Enrichment Initiative” (DLSEI) intends to enhance online learning and skills development among passionate students with 1000+ Courses and 28 Learning tracks. Coursera is a strategic partner and accelerating efforts to develop a talent base that delivers on the ambition of becoming a knowledge-based economy, where the industrial base is no more dependent on natural resources but one that is powered by technology and innovation.

Coursera is the leading pioneer for massive open online courses (MOOCs) in the world. MOOCs are aimed at unlimited participation and open access via the web for learners across the world. Coursera is focused on providing the best and most prestigious University certifications & Learning tracks to the learners regardless of wherever they are in the world. They have the highest number of University partners, over 46 million learners, and offer more than 6533 courses from the best universities, organizations, and companies in the world including Yale University. How To Register

1. Public Sector Universities

DLSEI is offering a FEE REIMBURSEMENT MODEL for the students & faculty members of PUBLIC SECTOR Universities on a first-come, first-serve basis. After paying 4000 PKR, students & faculty members will be able to access courses and certifications on a single license from top-ranked global universities and companies. After completing at least 3 courses and receiving certificates, the registration fee of 4000 PKR will be reimbursed to them.

Differently-abled students: DLSEI project is offering specific licenses for the students of PUBLIC SECTOR Universities who are disabled with some physical or mental impairment. A limited number of free of cost licenses will be distributed among those students on a first-come, first-serve basis. They will be able to access courses and certifications from top universities of the world and get an opportunity to enroll themselves into the highest-ranked and most expensive online courses FREE OF COST.

2. Private Sector Universities

DLSEI is offering a limited number of licenses to the students of private sector universities. Students of private universities will be able to avail of the licenses at a rate of 8000 PKR/license. Students will be able to access 1000+ courses and certifications from top-ranked global universities and companies. Every university will have its own policies in distributing the licenses.

3. Alumni

DLSEI Project is offering a specific amount of licenses to Alumni who have graduated within the last 5 years of the launch date of the DLSEI Project. Alumni will be required to pay the full amount of 8000 PKR for the license. On a single license, alumni will be able to get access to online courses and certifications from top-ranked global universities and companies. There is no Fee Reimbursement model for Aluminis.

Upload the Bank fee receipt along with the final transcript from your university to the portal for verification.

General Terms & Conditions (For Public and Private Sector University Students):

I do hereby confirm that I am a Pakistani Citizen and I am currently enrolled in the university.
I acknowledge that this opportunity is given to me on a first come first serve basis within the University’s stipulated quota, after verification of my eligibility.
I do hereby confirm that I will provide the correct information for online course registration. I understand that the information I provide (such as email address) will be used to provide me access to HEC<>Coursera portal and can not be changed later.
I do hereby confirm that I have paid the registration fee (if applicable) to the University Focal Person in their prescribed method.
DLSEI and HEC Pakistan can contact me via any available communication channel and can enquire about documentation checks, course progress, and any issues faced during the learning journey.
I would be responsible to effectively complete the maximum number of courses under my single Coursera license provided by HEC.
(Only For Public Sector Universities) If I fail to complete at least one course within the first 3 months of receiving the Coursera license from HEC then the Higher Education Commission may cancel my registration at any time and I am liable to forfeit my registration fee. I am liable to lose my Coursera license if:
- I do not enroll in at least 1 course within 14 days after receiving the Coursera license via an invitation email
- I enroll in multiple courses but I am inactive for the last 90 days and have done no activity at all in any of my enrolled courses.
(Only For Private Sector Universities) I acknowledge that this license is given to me on a no refund policy.
If I fail to comply with the rules of registration, the Higher Education Commission reserves the right that it may exclude me from future programs offered by HEC.
(Only For Public Sector Universities) I understand and accept all terms and conditions for the registration of online courses. If I don’t enroll myself within the first 14 days of receiving a license invitation, then Higher Education Commission may cancel the license and offer this opportunity to other eligible students, as this is a first come first served opportunity.
Higher Education Commission, Government of Pakistan reserves the right to take any or all legal action against me if the Terms of Award are breached.
I confirm that I will adhere to the Coursera Honor Code.

I do hereby confirm that I am a Pakistani Citizen.
I acknowledge that this opportunity is given to me on a first come first serve basis after fulfilling the eligibility criteria specified by the Digital Learning and Skills Enrichment Initiative (DLSEI) and HEC Pakistan for the students.
DLSEI and HEC Pakistan can contact me via any available communication channel and can enquire about documentation checks, course progress, and any issues faced during the learning journey.
I do hereby confirm that I will provide the correct information while for online course registration. If the information that I provide is incorrect, DLSEI and HEC Pakistan reserve the right to disqualify me from the project and award my token/license to another eligible candidate.
I would be responsible to complete the course within the time specified by DLSEI and HEC Pakistan.
I acknowledge that this license is given to me on a no refund policy.
