Applications are invited for MPhil and Ph.D. Scholarships in Medical Field by Prevention and Control of Non-Communicable Diseases Program, Primary & Secondary Health Care Department, Government of Punjab. Punjab domicile holders can apply by or before 1st February 2021.
Students currently enrolled in the M.Phil and Phd Program in Medical fields can avail of scholarships offered by the Prevention and Control of Non-Communicable Diseases Program,
Primary & Secondary Health Care Department, Government of Punjab.
Eligible Pakistani Nationals having Punjab domicile enrolled at any Higher Education Commission (HEC) approved universities and degree awarding institutions within Punjab may apply for this scholorship in medical field by 1st February 2021 before 5.00pm.
The eligible candidates will submit their research proposal related to the Prevention of
Non-Communicable Diseases (Diabetes, Cardio Vascular Diseases (CVDs), Chronic Respiratory Diseases (CRDs), Cancers (Oral, Breast, Cervical)
Eligibility Criteria for the Medical Scholarships
- M.Phil. / Ph.D. Scholars enrolled in any HEC approved Pakistani universities and degree-awarding institutions in healthcare disciplines and undertaking research related to NonCommunicable Diseases (NCDs).

Documents to be Furnished
- Application – Applicants must submit an application on the prescribed format attached below, through proper channel.
- Letter of Intent – Applicants must submit a cover letter (not more than 500 words) highlighting the importance of their research and why they should be selected for this scholarship.
- Synopsis Approved by the University/ Institute – Applicants must submit approved research synopsis (1200-1500 words).
- Approval by the Institutional Ethical Review Committee – Synopsis must be submitted along with a certificate of approval by the Institutional Ethical Review Board/ Committee.
- Agreement in-principle – (On university letterhead, duly signed & stamped) from Head of the Institute through Supervisor.
Scholarship Award
- M.Phil. Scholarships…………… Up to Rs. 40,000 Annually (only for 1 Year)
- Ph.D. Scholarships…………… Up to Rs. 80,000 Annually (for maximum of 3 years)

Terms of References (TORs)
The TOR’s for function of Advisory Committee for research evaluation are as:
- The decision for the award of scholarships shall be made on the relevance of the topic with NCDs and presentation of research idea according to approved Selection Criteria by the Research Committee of NCDs Program.
- Research Committee will evaluate research proposals on basis of research design, study outcome, and existing facilities available in the university department.
- Research Committee will appraise the financial justification for the research before approval.
- Any increase/enhancement in the scope of research leading to an increase in the cost incurred, after approval of synopsis and principle agreement, will be rejected.
- The scholarship award shall be valid for one year for M.Phil. & initially one year for Ph.D. The grant is liable to renewal to a maximum of 3 years only for Ph.D. students subject to satisfactory performance and schedule.
- Scholarship amount will be subject to the proposed research and its anticipated outcome related to NCDs. The payment of research grant for M.Phil. shall be maximum up to 40,000/ PKR to be paid after approval of synopsis.
- The payment of research grants for Ph.D. shall be maximum up to 80,000/PKR per year to be paid after approval of the research proposal. The scholarship amount for Ph.D. shall not exceed 240,000/ PKR and will be disbursed according to the anticipated research outcome, and to be paid in equal parts (annually), subject to the submission of regular progress/performance report and found satisfactory by the Committee.
- The decision for awarding the scholarship will be finalized by the NCDs Program and will be unchallengeable.
- An awardee shall regularly submit the progress report after every three (03) months to NCDs Program, duly vetted by their academic supervisor and Head of the Institute. The progress of work shall be assessed in quarterly and annual progress reports against minimum requirements as under:
M.Phil (Research year)
1st Quarter: Report on introduction & literature review
2nd Quarter: Report on data collection
3rd Quarter: Report on data analysis
4th Quarter: Final research
Ph.D
1st-year: Report on introduction, literature review & initial data collection for a pilot study
2nd-year: Report on data collection & data analysis
3rd-year: Final submitted thesis/research
- An awardee shall also submit a comprehensive report duly attested by the supervisor and Head of the Institute immediately after completion of the research scholarship period.
- The Department may nominate a co-supervisor from the nominated members of the research committee for technical evaluation of the research report.
- The research completed by the awardee will not be published/presented in any form anywhere without formal permission granted by the NCDs department.
- The awardee shall additionally report to a nominated member of NCDs Program acting as co-supervisor related to research article writing of the final approved dissertation.
- The co-supervisor shall be a co-author of the research article based on the approved thesis.
- An awardee will not change the synopsis and methodology of the study specified in the letter of the award without obtaining prior approval of the Research Committee of NCDs Program.
- An awardee shall sign an agreement with the Program Manager, Prevention and Control of NCDs Program on stamp paper upon selection (Agreement attached).
- The awardee shall sign a guarantee on stamp paper to the effect that, in case the awardee fails to complete their research within the prescribed time period or is found in violation of terms and conditions of the scholarship, they will refund the total amount spent on their research by the Program (Guarantee specimen attached). The awardee shall also submit an affidavit from a guarantor for the payment of the total sum disbursed in case of violation of any terms and conditions.
- The grant shall be paid in the name of the awardee’s bank account in the form of a cross cheque through the Head of the Institute.
- Under any extraordinary circumstances, if arise, the awardee shall intimate the program through the proper channel. The final decision of the case in any such circumstances shall solely be at the discretion of the Research Committee of Prevention & Control of NCDs.
- In case of fraud, forgery of document/data/results, any deviation from the approved methodology, or any unethical activity during the research, the NCDs Program will be liable to take legal action against them.
- The Program reserves the right to revoke/withdraw an awarded grant in circumstances that may unfavorably impact the reputation and/or image of the Program.
- The Program reserves the right to reject any application or call off the whole selection process without assigning any reason.

- Submit complete application at NCDs Program Office, 1st Floor, Directorate General Health Services, 24-Cooper Road Lahore.
