ISLAMABAD: Capital Development Authority’s (CDA) while conducting anti-encroachment operations demolished several illegal structures and constructions from different areas of the city.

The operations were participated by the Enforcement Directorate, ICT Administration, Islamabad police and other concerned formations.
During the operations conducted on Tuesday, Enforcement Directorate with assistance of ICT Administration and collaboration of staff of Punjab Small Dams demolished two (02) illegally constructed kiosks, one gate and a boundary wall constructed on Dam land in Lakhwal area. During other operations, teams of enforcement directorate demolished one security cabin in H-8, one kiosk in green belt between sector I-10 and I-11, illegally erected fence in street 108 sector I-8/4 and one room and one boundary wall in Thathi Sain area of Bari Imam. Similarly, encroachments from Zia Masjid to Khanna Pull were removed while during another operation encroachments established along the park road were also removed.
Meanwhile, Meeting of the Capital Development Authority (CDA) Board held at CDA Headquarters here on Tuesday. The meeting was presided over by the Chairman CDA while attended by the members of the CDA Board.
During the 1st meeting of year 2020, different agenda items were presented before CDA Board which was discussed in detail.
In this connection, matter of restructuring of the authority, as notified by the Federal Cabinet was placed before the board. The Board after detailed discussion adopted the restructuring of the authority as approved by the Federal cabinet in its meeting on 05-11-2019 alongwith delegation of powers, job description of various officers and other necessary arrangements as per new hierarchy. In this connection, all the Administrative and Financial powers being exercised by the Chairman CDA has been delegated to the Vice Chairman CDA / Managing Director who shall be the Chief Executive Officer (CEO) of CDA. Moreover, the word chairman appearing in all rules, regulations, instructions, policies, and by-laws of CDA in connection with Administrative and Financial matters shall stand substituted by Vice Chairman / CEO with immediate effect. The chairman shall however, remain head of the new CDA Board.
Similarly, all the Administrative and Financial powers being exercised currently by the Members shall stand delegated to the Director Generals of respective wings. The existing posts of members created in the past through re-designations or otherwise shall cease to exist. The word Member appearing in all rules, regulations, instructions, policies, and by-laws of CDA in connection with Administrative and Financial matters shall stand substituted by Director Generals.
In this regard, the Board also approved the re-designations rest of BS-20 posts as General Managers. Administrative and Financial Powers and functions previously exercised by the Member Administration shall now be exercised by the Director General (Management). Similarly, the post of D.G (Services) is re-designated as D.G (Engineering). Administrative and Financial powers and functions previously exercised by the Member Engineering shall now be performed by the Director General (Engineering). Furthermore, Administrative and Financial powers and functions previously exercised by the Member Estate shall now be performed by the Director General (Estate). Similarly, Administrative and Financial powers and functions previously exercised by the Member Planning shall now be performed by the Director General (Planning). Moreover, the post of Financial Advisor has been redesignated as Director General (Finance) /FA who will exercise all Administrative and Financial powers and functions which were previously exercised by the Member Finance. Except all these posts, all positions of BS-20 have been re-designated as General Manager of the respective Wings and will directly report to Vice Chairman / Managing Director who will be the Chief Executive Officer of the authority.
The CDA Board also solicited the approval of auction of commercial and residential plots to be held in the month of March 2020. In this connection, board approved re-planning of more plots for auction of residential plots and utilization of un-utilized area of central business district opposite F-9 Park., site for new polyclinic hospital in G-11 and NOC for Pakistan Housing Authority Administration (PHA) zone 4, subject to clearance from Pakistan Environmental Protection Agency was also approved.
