Former ISI Chief Faiz Hameed Under Military Custody

Lt Gen (Retd) Faiz Hameed, former chief of the Inter-Services Intelligence (ISI), has been placed under military custody following the initiation of disciplinary action against him.

The Pakistan Army, as part of its internal accountability mechanism, has commenced a Field General Court Martial (FGCM) to address the charges brought against the retired officer.

This development stems from a detailed court of inquiry conducted by the Pakistan Army, as directed by the Supreme Court, into the complaints lodged against Hameed in the Top City Case. According to the Inter-Services Public Relations (ISPR), the inquiry confirmed the validity of the complaints, leading to appropriate disciplinary measures under the provisions of the Pakistan Army Act.

Military Accountability in Action

The initiation of a Field General Court Martial against a high-ranking retired officer underscores the military’s commitment to accountability, regardless of rank or status. The ISPR has confirmed that multiple instances of violations of the Pakistan Army Act, post-retirement, were established during the inquiry. As a result, Lt Gen (Retd) Faiz Hameed has been taken into military custody, and the FGCM process is now underway.

Allegations Against Faiz Hameed

Earlier in the year, the Pakistan Army launched an inquiry into allegations against the retired general following a complaint by Moeez Khan, the owner of the Top City society. Khan had approached the Supreme Court, which ordered an inquiry into the matter. In November 2023, the Supreme Court ruled that the allegations against Faiz Hameed were serious and warranted a thorough investigation.

The inquiry, conducted under the directives of the Supreme Court, was led by a committee chaired by a major general. The Supreme Court, exercising its powers under Article 184(3) of the Constitution, emphasized that the petitioner’s complaint should be addressed according to the law.

Details of the Allegations

The allegations against Faiz Hameed and his associates, including Brigadier (Retd) Naeem Fakhar, Brigadier (Retd) Ghaffar, and Irtiza Haroon, are rooted in a petition filed by Moeez Khan. According to the petitioner, in May 2017, Pakistan Rangers and ISI officials raided the office of the Top City society and a resident’s home, seizing valuables such as gold, diamonds, and cash in connection with a terrorism case.

The petitioner alleged that following an acquittal, Faiz Hameed’s brother attempted to mediate the situation. Subsequently, Hameed, through a brigadier, allegedly offered to return some of the items seized during the raid, while retaining a significant portion of the gold and cash. Furthermore, the petitioner claimed that retired ISI officials coerced him into paying a substantial sum of money and sponsoring a private television network.
