ISLAMABAD: Member Capital Development Authority (CDA) Dr. Shahid Mehmood told the parliamentary standing committee on Climate Change that CDA didn’t know that the army owned the land CDA leased to Monal Restaurant.
He said “We did not know it was building Monal Restaurant on military grasslands until the army started claiming it. “
According to the details provided to the committee, Islamabad Capital City Authority owns 22,000 acres of land known as Margalla Hills National Park. Sometime in the past, 5,500 acres of the land was allotted to the army.

The date or year of the allocation is still unknown and CDA has no record of the allotment. CDA claims that they only found about the allocation “after the army started claiming it”.
According to CDA, the army claims the high grassland belonged to the military and CDA’s lease of land to Monal was illegal.
Dr. Shahid said the CDA board in 2005 permitted construction of Monal in 2005 but several inquires, to hold the officials accountable for allowing it, have met with nothing but a complete failure.
CDA said that the evacuation of the land is under process and the land will be handed back to the army.
