In a significant development, the 34th session of the provincial cabinet, convened under the leadership of Caretaker Chief Minister Punjab, Mohsin Naqvi, gave the green light to amendments in the Motor Vehicles Rules of 1969. The notable change involves the extension of legal recognition to motorcycle-rickshaws (qingqi-rickshaw) in Punjab, which will now be officially categorized as three-wheelers.
To oversee the formalities of this adjustment, the regional transport authority has been designated as a special registration authority specifically for the temporary registration of existing motorcycle-rickshaws (qingqi-rickshaw). Post-temporary registration, a four-month window has been allocated for size and design modifications. Following these adjustments, motorcycle rickshaws (qingqi-rickshaw) can proceed to obtain a registration number from the excise department, contingent upon the issuance of a fitness certificate. The Chief Minister stressed the importance of simplifying the registration process and recommended that forms be prepared in Urdu.
The cabinet meeting also approved the permanent enhancement of infrastructure for 18 major roads, with toll revenue allocated for their ongoing maintenance. Furthermore, a decision was made to ring-fence the toll amounts specifically for the upkeep of these roads.
In a parallel decision, the meeting endorsed the elevation of the Dera Ghazi Khan Cardiology Institute to the status of a medical institution under the Punjab Medical and Health Institutions Act of 2003. An administrative committee was established to oversee and manage the institute’s affairs. These decisions collectively reflect the government’s commitment to addressing both transport regulations and healthcare infrastructure in the province.
