Kuwait is taking a significant step in its workforce management by introducing practical tests for skilled technical workers as a mandatory requirement for obtaining a work permit. This initiative, part of the professional system project for smart recruitment, aligns with Kuwait’s national development plan. The Public Authority for Manpower (PAM) is collaborating with the Public Authority for Applied Education and Training (PAAET) to implement this strategy.
PAM is currently in the process of finalizing a memorandum of understanding (MoU) with PAAET, which is expected to be signed shortly. The MoU will outline the framework for conducting practical and technical tests, gradually implemented in specific professions, ensuring a comprehensive evaluation of workers’ capabilities.
These tests aim to enhance the technical proficiency of skilled workers in Kuwait, contributing to the overall development of the labor market. The initial phase focuses on the contracting sector, aiming to improve efficiency and protect Kuwaiti families from potential fraud and substandard work.
Looking ahead, PAM envisions the development of a skill classification mechanism that categorizes employment levels based on skill and experience, with further details to be finalized in the future. This strategic approach to workforce development reflects the directives of Sheikh Talal Al Khaled, the First Deputy Prime Minister and Minister of the Interior, emphasizing Kuwait’s commitment to a robust and skilled workforce.
